Instinctively, it looks more like a bookmarks folder but I found my downloaded files automatically saved there while using Android stock browser on Android 5. However, I should mention that it is a heavily modded which means I have deleted several key google components which could probably be attributed to this strange behaviour and rooted device. First try rebooting. If problem persists check whether you have enough storage to install the app you are trying to download. Usually you need slightly more than twice the stated amount of storage mentioned in the Google play on Android Lollipop to install an app. Make sure you have enough storge left on your device and try again to install your app. If problem still prevails then try factory resetting your phone.
