I wish Google Voice had a setting so that it would only make calls using Wi-fi or my phone's minutes, but not with cellular data. I understand your recommendation of turning off cellular data for Google Voice when I need to, but that's an extra step and I'd have to remember to do it. It works well over Wi-fi. When I need to make a call when I'm not connected to Wi-fi, then I use Google Voice, with it set to only make calls using my carrier. With that arrangement, I don't have to worry at all about using cellular data when making a call.

If I had unlimited minutes, then I would stop using Hangouts as you suggest, because I wouldn't need to micro-manage my usage. Also, I'm looking at the settings in the Google Voice app. I don't see a setting for Wi-fi calls only. I see a setting for "Prefer Wi-fi and mobile data" and "Use carrier only. Actually, maybe I am confused by the term "mobile data. Also, I think I'm used to Hangouts and I like the interface better.
