I have also enabled "Always" for location usage in Privacy for Google maps. I have tried logging into google maps with a different account also, and no location history is being captured for that account either. Google maps seems to function just fine otherwise on my phone-- GPS is working fine, Internet connectivity is working fine, navigation works fine.
I have decided to log into google maps on my work iPhone 6 and track location history from there, which is working fine. So it seems to be an issue with the configs on my iPhone 6s. Community content may not be verified or up-to-date.

Any Google map developer can fix this or tell us how to fix this? It drives me crazy in no Timeline days. Same issue here. Load Google plus app on the mobile which you want to use for tracking.
